That is defined as loading up of a piece of legislation with so much unnecessary baggage that it is sure to fail.

The Dalai Lama will be speaking at Nova Southeastern on Tuesday.
You can bet his audience will consist of fawning intellectual oafs. These fans of His Holiness — they are paying up to $400 per ticket to the sold-out event — deny what Tibet was like under the Delai Lama and his equally dictatorial predecessors.
No matter what he did, the Dalai Lama gets a free pass. Every evil he stands for has been subjected to virtual worldwide amnesia.
